Rule 11
Calling for proposals
(1) In order to select the suitable proposer on the basis of competition from among the proposers who have submitted letters of intent included in the short list as per sub-rule (1) of rule 10, the authority shall call for proposals by publishing notices in Nepali and English language in a national level daily newspaper giving a deadline of at least forty-five days. :-
(a) Place of procuring documents relating to the proposal and the procedure thereof,
(b) Manner of sending proposals,
(c) place, date and time of submission of proposal,
(d) Last date for submission of proposals,
(e) place, closing date and time of opening of proposals,
(f) Estimated date of decision on motion,
(g) Basis for evaluation and selection of proposals,
(h) Responsibility for evaluation of technical and economic aspects of proposals,
(i) That the financial proposal be opened only after evaluating the technical proposal,
(j) The passing marks to be obtained by the proposer in the technical proposal,
(k) Other essential subjects.
(2) Information as per sub-rule (1) shall also be placed on the website of the ministry and authority.
(3) A fee of 10,000 rupees will be charged for the purchase of documents related to the proposal as per sub-rule (1).
